Xi Jinping Visits Kyrgyzstan and Egypt, Attends SCO Summit in Deepening of Central Asia and Middle East Ties

President Xi Jinping attended the SCO's Bishkek summit and made state visits to Kyrgyzstan and Egypt from August 30 to September 3, signing a series of agreements that deepen China's strategic ties with partners in Central Asia and the Middle East.
Chinese President Xi Jinping undertook a five-day diplomatic tour from August 30 to September 3, attending the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO) and paying state visits to Kyrgyzstan and Egypt. The trip, spanning Central Asia and the Middle East, was one of China's most significant multilateral and bilateral diplomatic undertakings this autumn, coinciding with the SCO's 25th anniversary. This year's SCO summit was hosted by Kyrgyzstan in its capital, Bishkek, marking the organization's first head-of-state gathering there since China hosted the previous summit in Tianjin in 2025. The SCO was founded in 2001 by China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan; India and Pakistan joined as full members in 2017, Iran in 2023, and Belarus in 2024, making it today one of the world's largest regional international organizations by both population and land area.
Xi and his wife Peng Liyuan arrived in Bishkek on the afternoon of August 30, and held talks with Kyrgyz President Sadyr Japarov at the Harmony Palace on the morning of August 31, a visit that coincided with celebrations marking the 35th anniversary of Kyrgyzstan's independence. Following the talks, the two heads of state signed the Treaty on Permanent Good-Neighborliness, Friendship and Cooperation between China and Kyrgyzstan, along with a Joint Declaration on the high-quality development of the China-Kyrgyzstan Comprehensive Strategic Partnership for a New Era. The two sides also signed more than 20 additional cooperation documents covering science and technology, education, culture, media, investment, transportation, customs and sister-city ties. Xi said China-Kyrgyzstan relations were in their best-ever "golden period" and that he looked forward to working with Japarov to draw up a new blueprint for building a China-Kyrgyzstan community with a shared future. Japarov, for his part, described China as Kyrgyzstan's "closest friend and most reliable partner" in foreign policy, saying the new treaty would lay an important legal foundation for lasting friendship and firm mutual support between the two countries.
China and Kyrgyzstan established diplomatic relations in 1992, upgraded to a strategic partnership in 2013, and further elevated ties to a comprehensive strategic partnership in 2019 — making the newly signed permanent good-neighborliness treaty another step up the institutional ladder for the relationship. In recent years China has become one of Kyrgyzstan's largest trading partners, with bilateral trade steadily rising across energy development, mineral resources, infrastructure construction, agricultural processing and cross-border e-commerce. During the talks, the two leaders also discussed progress on regional connectivity projects, including the China-Kyrgyzstan-Uzbekistan railway. Xi said construction was being accelerated and would bring closer economic and trade ties across Central Asia, and the two sides exchanged views on deepening cooperation in the digital economy, clean energy and tourism. Analysts note that China has been deepening ties with the five Central Asian states in recent years, and that this visit — beyond the SCO summit itself — represents a further concrete step in consolidating China's role as a Belt and Road Initiative hub in the region. Notably, China and the five Central Asian states held their first China-Central Asia Summit in Xi'an in 2023, establishing a new head-of-state-level meeting mechanism, and this visit to Kyrgyzstan is widely seen as a concrete instance of deepening bilateral ties within that framework.
On the evening of September 1, Xi arrived in Cairo to begin a three-day state visit to Egypt — his first trip to the country in a decade, since 2016. Egyptian President Abdel Fattah el-Sisi welcomed Xi with a 21-gun salute at Ittihadiya Palace, with Peng Liyuan and Egypt's First Lady Entissar Amer also attending related events. The visit coincided with the 70th anniversary of China-Egypt diplomatic relations — Egypt was the first Arab and African country to establish diplomatic ties with the People's Republic of China, in 1956 — and both sides framed the trip as a historic milestone linking the two countries' past and future cooperation. China and Egypt, both ancient civilizations, have seen their relationship leap from traditional friendship to a comprehensive strategic partnership over the seven decades since diplomatic ties were established, with Egypt among the first Middle Eastern countries to embrace the Belt and Road Initiative and remaining an important Chinese partner across both the Arab world and Africa.
The two heads of state witnessed the signing of five cooperation documents at Ittihadiya Palace, covering the alignment of Egypt's Vision 2030 national development strategy with China's Belt and Road Initiative, economic and technical cooperation, industrial and supply-chain cooperation, information technology cooperation, and cooperation in the Suez Canal Economic Zone. The two sides also announced the launch of the third phase of the China-Egypt TEDA Suez Economic and Trade Cooperation Zone at Ain Sokhna, which has already attracted around 200 companies and roughly $3.8-4 billion in cumulative investment. They agreed to expand cooperation further in electric vehicles, shipbuilding, solar and wind power manufacturing, seawater desalination, semiconductors, cloud computing and data centers, critical minerals, remote sensing and artificial intelligence.
During the visit, Xi addressed the situation in the Middle East, stressing that "the affairs of the Middle East should be decided by the people of the Middle East" and calling on the international community to respect the sovereignty of regional states, build a new Middle East security architecture, and oppose external interference in regional affairs. Commentators read the remarks against the backdrop of the fallout from the recent US-Iran conflict and US pressure on Cairo over Egypt's financial ties with Iran. While in Egypt, Xi and Sisi also visited the Grand Egyptian Museum together — a world-class museum years in the making that houses ancient Egyptian artifacts including the treasures of Tutankhamun, a scene widely seen as symbolic of civilizational exchange between China and Egypt.
Diplomatic observers broadly agree that this combined "Central Asia plus Middle East" itinerary extends China's broader diplomatic approach in recent years of deepening partnerships with developing countries. By managing both the SCO's multilateral platform and two important sets of bilateral relations on a single trip, China demonstrated both its traditional influence in Central Asia and an expanding strategic footprint in the Middle East and North Africa, adding a new practical example to its "Global South" diplomatic narrative. On the economic front, foreign media reports put China's trade surplus with Egypt at roughly $12 billion for the first seven months of 2026. Taken together, Xi's trip both reinforced China's multilateral cooperation framework with SCO member states and deepened, through bilateral channels, its strategic ties with two important regional partners — forming a key part of China's diplomatic agenda this autumn. Several international outlets also noted the tightly packed, wide-ranging nature of the itinerary — from a multilateral summit to two consecutive high-level bilateral visits — as a demonstration of the sophistication of China's diplomatic scheduling and resource coordination, offering an important window into where China's relations with these regions are headed next.
