The Office of the United States Trade Representative has imposed additional tariffs tied to forced-labour concerns on 60 trading partners, with Thailand among 38 economies assigned the higher 12.5% rate after Washington judged its enforcement against forced labour to be insufficient. The tariffs took effect on July 24.
Thai Prime Minister Anutin Charnvirakul responded by directing six ministries — Finance, Foreign Affairs, Agriculture and Cooperatives, Commerce, Labour and Industry — along with the national police chief, to prepare coordinated measures addressing both the forced-labour allegations and concerns about excess production capacity. The Cabinet Secretariat issued an urgent instruction to that effect.
Under the plan, the Labour Ministry will lead efforts to counter the forced-labour accusations by strengthening law enforcement and building supply-chain traceability systems to demonstrate Thai industries are not linked to forced labour. The Commerce Ministry, meanwhile, will identify industries most exposed to excess-capacity risk and shift government support away from output-boosting subsidies toward measures that improve productivity.
The tariff action is one outcome of a broader Section 301 forced-labour investigation covering 60 economies worldwide, reflecting a wider trend of US trade policy increasingly tying supply-chain labour standards to tariff decisions.
Thai officials are also working through the specific tariff exemptions and rates that apply across different export categories, aiming to give affected industries clearer visibility into the cost impact and to stay in close contact with major exporters as the situation develops.
Analysts say the episode highlights the new compliance pressures facing Thailand's export-oriented industries as international supply-chain labour standards tighten, with the specific measures each ministry produces — and whether Thailand can use the moment to push through broader supply-chain transparency reforms — likely to remain a focus for markets in the weeks ahead.
