China's LA Consulate Marks 77th National Day, Pledges to Host 100,000 American Youths Over Five Years

On September 29, China's Consulate General in Los Angeles held a reception celebrating the 77th anniversary of the founding of the People's Republic of China. Consul General Guo Shaochun and his wife attended and delivered remarks, with more than 100 guests present including regional dignitaries, representatives of the foreign consular corps in Los Angeles, overseas Chinese community members, Chinese students and representatives of Chinese-invested enterprises, all gathering to celebrate New China's 77th founding anniversary. The atmosphere was lively, with Chinese and American guests repeatedly touching on recent positive developments in China-US relations and the broad prospects for local and people-to-people exchange and cooperation between the two countries during remarks and conversations.
In his remarks, Guo Shaochun focused on reviewing President Xi Jinping's recent state visit to the United States. Xi made the state visit from September 23 to 25 US Eastern Time at the invitation of President Trump, marking a reciprocal visit within half a year after Trump's own visit to China earlier this year — seen as a historic, milestone event. During the visit, Xi and Trump held in-depth exchanges on major issues concerning China-US relations and world peace and development, ultimately reaching an eight-point consensus and agreeing to build a "constructive, stable China-US strategic relationship based on respect, fairness and reciprocity." Guo said the state visit demonstrated the importance of developing China-US relations and laid a foundation for the stable development of bilateral ties in the period ahead.
In his remarks, Guo formally announced an expanded youth-exchange initiative: "Over the next five years, China will invite 100,000 American youths to visit China for exchange and study. The growth from 50,000 to 100,000 is not just a number — it is an action to expand youth exchange and build up youthful momentum for China-US friendship." The initiative traces back to November 2023, when Xi first announced at a China-US business roundtable in San Francisco that China would be willing to invite 50,000 American youths for exchange and study in China over the following five years. According to official briefings, that goal was achieved two and a half years ahead of schedule — as of May 2026, more than 50,000 American youths had already visited China through various programs. Given the initiative's progress far exceeded expectations, China decided to double the target from 50,000 to 100,000, further expanding contact and mutual understanding between the two countries' young people.
Around this initiative, Chinese state media have recently rolled out a steady stream of coverage, such as the "Youth Rendezvous Across the Pacific" series from Xinhua and China News Service, documenting the experiences of American youths visiting, studying and making friends across China, in an effort to use concrete youth-exchange stories to add warmth and "people-to-people connection" to China-US relations. However, some analysts and foreign media have offered different readings of the initiative's nature — Voice of America's Chinese-language service, for instance, has questioned whether the program also carries elements of outward-facing publicity and burnishing China's international image. In response, Chinese officials and supporters argue that regardless of the mix of considerations involved, youth exchange programs objectively help deepen mutual understanding between the two countries' younger generations and reduce misunderstandings arising from stereotypes or information asymmetry, carrying positive long-term significance.
In reviewing New China's 77 years of development, Guo reiterated the narrative the CPC Central Committee has repeatedly emphasized recently — that the Communist Party of China has united and led the Chinese people in creating two major miracles of rapid economic development and long-term social stability, and that Chinese-style modernization is injecting stability and positive energy into a global development landscape full of uncertainty. He said that, standing at a new historical starting point, China is willing to continue strengthening exchange and cooperation at all levels with US local governments, the business community, the education sector and overseas Chinese communities, jointly contributing to the long-term healthy and stable development of China-US relations. Several US and foreign consular corps representatives attending the reception said in conversations that they hoped local-level China-US cooperation in trade, people-to-people ties and education could ride the positive atmosphere of the two countries' recent high-level interactions to achieve more concrete progress.
The Los Angeles reception was not an isolated event. Around the same time, China's embassy in Washington held its own 77th National Day reception, while Chinese consulates in New York, Chicago and Houston held similar celebrations, forming a National Day celebration network spanning multiple US cities. As an important Chinese diplomatic post on the US West Coast, the Los Angeles consulate's jurisdiction covers Southern California and Arizona among other areas, and it has long handled liaison with the Hollywood cultural industry, Silicon Valley tech firms and California's local governments — California itself being one of the most active US states for trade and investment ties with China. For this reason, the Los Angeles consulate's annual National Day reception tends to emphasize people-to-people exchange in trade, technology and culture more than other consular districts, which aligns with Guo's emphasis on the youth-exchange initiative in this year's remarks.
Several overseas Chinese community representatives and Chinese students at the event told media that the annual National Day reception is not merely a ceremonial diplomatic occasion, but also an important moment for the overseas Chinese community to build cohesion and showcase China's development achievements to the local mainstream society. One student attendee said he was among the early beneficiaries of the "50,000 initiative," having traveled to China for study through a school exchange program, and that news of the expansion to 100,000 made him feel "this is becoming more real and more lasting," expressing hope that more young people like himself could use such programs to build concrete mutual understanding between the two countries in the future.
The reception carried another layer of real-world context: Los Angeles is set to host the 2028 Summer Olympics, a major international sporting event that will draw global attention in the coming years. Several Southern California local figures attending the reception noted in conversation that the expanded scale of China-US youth exchange coincides neatly with the Los Angeles Olympic cycle, potentially offering young people from both countries more opportunities to build mutual understanding through sports and cultural activities. California's ties with China also run fairly deep historically, dating back to the 1980s when then-Governor Jerry Brown engaged with China; the state has long been among the most active in the US for economic, trade and educational exchange with China. The attendance of several California local officials and business representatives at this year's reception was seen as a continuation of that tradition. Overall, while modest in scale, the reception's underlying signal — using youth exchange to reinforce the public-opinion foundation of bilateral relations — is expected to keep playing a role in the evolution of China-US relations in the years ahead.
